RSPA Extends
Deadline for Fatigue Management Proposals

The Research and Special Programs Administration, part of USDOT, has announced a substantial extension to the proposal due date for responses to their Broad Agency Announcement for fatigue management research (see previous IVsource report: USDOT Seeking Proposals for Fatigue Management Techniques.) As part of DOT's Program on Human-Centered Transportation Research (a $25M program that includes non-Federal partners), this solicitation seeks to fund the development and implementation of "methods, technologies, processes, and systems to detect and manage fatigue, and ensure operator alertness to minimize incidents." The four-year partnership program includes both short and long-term research to develop and implement products and results to significantly reduce transportation incidents and fatalities. The original proposal due date was September 30; the new date for receipt of proposals is December 15, 2000. The modification also states that all offerors shall acknowledge their receipt of the BAA amendments when submitting proposals, and that the scope of the proposals submitted should reflect a slower start up period, with a ramp-up in subsequent years to a more ambitious schedule. The schedule for the national conference
meeting to discuss this program stays the same, planned for August 29-30
in Tysons Corner, Virginia. The meeting forum will present the
partnership initiative and address questions on the DOT Human Factors initiative.
